Resettling in Poland

As a company with more than 14,000 Ukrainian team members, EPAM understands the challenges faced by millions of people across Ukraine, including the many who have been forced to leave the country. Our teams on the ground and around the world have been doing everything possible to support our Ukrainian colleagues and their families. Their safety is our top priority.

In supporting our colleagues, we have collected a vast amount of information about arriving and resettling in a new country, either temporarily or permanently. We are now sharing it here in the hope it could be valuable to you or someone you know.

Please note that the information is subject to change at any given time due to rapidly changing circumstances.

ENTERING THE COUNTRY

Ukrainian nationals may enter Poland with:

  • Biometric foreign passport
  • National or Schengen visa
  • Without a visa or a passport – in such a case, 15 days of legal stay might be provided

Ukrainian nationals coming from countries other than Ukraine may enter Poland with:

  • Biometric foreign passport
  • With national or Schengen visa, including Humanitarian and Poland Business Harbour (PBH) visa with free access to the labor market

IMMIGRATION FORMALITIES - ACT OF 12 MARCH 2022

Special regulation for Ukrainian nationals fleeing from Ukraine to Poland was issued by the Polish Parliament in the Act of 12 March 2022. It applies to individuals of Ukrainian citizenship who lived in Ukraine and entered Poland after February 24, 2022 from Ukraine (directly or indirectly).

To be granted benefits from the Act of 12 March, individuals need to register their stay by applying for a PESEL number. If their entrance to Poland was registered by the Polish Border Guard – staying is considered to be legal already. However, it is worth individuals verifying their status with the local authorities.

The benefits of the Act of 12 March include:

  • Legal stay in Poland: legal stay in Poland for 18 months, starting from February 24, 2022. To be granted a legal stay for 18 months, a person needs to present proof of the arrival in Poland (this includes a passport stamp) issued by Polish Border Guards and verified in proper Urząd Miasta (Town Hall) or Urząd Gminy (Municipal Office) within 90 days of arrival.
  • Access to public benefits: including access to the public healthcare system, medical services, “e-receipt” (electronic prescriptions from doctors), the possibility to create a secure digital identity (profil Zaufany), and to get a unique identity document as part of the Obywatel application.
  • Ability to work and run a business: this includes access to the Polish labor market. Additionally, they can conduct private entrepreneurship (jednoosobowa działalność gospodarcza) in Poland. It is necessary to register all entrepreneurships in Poland.

How to apply for a PESEL number?

The application for granting a PESEL number to a citizen of Ukraine must be submitted in a County Hall “Urząd Gminy” or Town Hall “Urząd Miasta”.

  1. Fill out the PESEL form for you and for your family members who came to Poland.
  2. Prepare a document with a photo confirming your identity such as: passport, ID Card, Pole's Card, or any other document enabling identification.
  3. Take a photo (the same requirements as for visa or passport), note that Urząd Gminy or Urząd Miasta may provide the possibility of taking such photo free of charge.
  4. Submit the application in the nearest Urząd Miasta or Urząd Gminy.

To find the nearest Urząd Miasta or Urząd Gminy use this search tool: https://www.gov.pl/web/gov/sprawdz-gdzie-zalatwisz-swoja-sprawe

SCHOOLS

Pupils from Ukraine in the age of compulsory schooling (7-18 years of age) will be admitted to public schools and provided with care and education. Admission to schools is possible during the entire school year. The determination of which level of education will be continued is based on the sum of completed years of schooling abroad.

The admission of students coming from abroad is regulated at the statutory level. The legal basis of the student's stay in Poland is not essential in this process.

Foreigners who do not speak Polish can participate in additional classes in the Polish language.
